Play conflict. It drops as a bonus item from conflict caches very often (got like 100 of them) DZ. Cause its a DZ only item. The only other way to get DZ only items is from conflict caches or named item caches, and its very unlikely. Named caches and conflict caches are the only (other) way.

I don't think you can get the Kingbreaker on a level 30 character. Most of the brands and gear released after the WONY expansion aren't in the base game.
