Incorrect, you can get in heroic without aotc, just not into the better groups. There are plenty of groups that do not ask for it. Difference is - aotc groups are generally better, clear the bosses faster and wipe less. While having aotc does not guarantee that you are good raider, it at least indicates that you have experience in the raid.
