Its the water pump exact same thing happened to my 2016 prius 2 days ago got the water pump from toyota ireland water pump was 420euro labour to install 150euro locally the machanic said they go bad around 250k kilometres on many of them so its 100% water pump gone there is a motor inside and its not spinning /stuck you will see when you take it out best of luck 👍🏻
