The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think. In total, there are nine palaces in Persona 5 Royal. Um, I beat this fight on normal, underleveled and did none of this. Didn't hack either. I just played smart on my second fight. My team was Makoto, Haru and either Ryuji or Yusuke. The fight was annoying and difficult, but once I knew the gimmick it was over. I finished the fight with I think 8mins and change left.
