I was on reserve orders pending a few 1811 hiring processes. HSI called to offer me a location, which I declined. A week later they called with a second offer but wouldn't give me the offer because I answered "Yes" when asked if I was currently on military orders. I was on the same orders during the first offer but they never asked.
