No, sony is extremely strict about importing stuff from the internet to the console , the only way to get mods on console is if the developers add a mod menu like fallout 4 … I do see the mods present in game after the download status stops but this is only possible if you restart the game. So I guess black ops 3 is ghosting its custom content for now. tl;dr Mods download in the background and work only after you restarted the game Mods do not show that they downloading but show how much they have downloaded.
