If that can help : 3rd bounty have a chance to reward medical debt bond during first 3 phases (20% on phase 1) so if you dont get at least 2 debt bonds over five bounties you're unlucky. Ticker has sometimes those, so go check every time you log in and log out (completely refreshes every 8 hours)
