I don't know how viable the Sellsword Twinblades are as I haven't used them personally. But 60 DEX is the way to go on a DEX build. Very viable in PvE, somewhat less so in PvP. You’ll want at least 40 Dex, but I don’t recommend going to just 60, since the scaling from 40-60 gives you only like ~22AR for 20 points.

I'd even say that when it works, its higher than the sellsword twinblades on a dex build. It doesn't work on a few bosses, but most bosses get completely rekt by it.
