OANDA follows NYC time. So the daily candle starts and ends at 5pm EST. I'm not aware of any brokers that will allow you to hold concurrent long and short positions on the same currency pair. You can get around this by opening a sub-account on OANDA and using the main for longs and the sub for shorts (as an example). Can anyone offer an OANDA review? Oanda is regulated, even in the US. They are also one of the biggest brokers (top 5) dealing several billions of USD in daily transactions. Meaning they don't have a desk that may reject or requote your order, and they state in that link that they don't reject or requote orders.
