When running at idle the pressure jumps to 80 psi, oscillating between 75 and 85. Disconnecting the vacuum line to the regulator has no effect on the pressure.

Ditch the teed return line. That isn't doing you any good. Now connect it to the vent fitting that vents the rear (tallest) part of the tank so that the fuel is actually circulating back to the tank.
