That is an answer, soft resetting does not work right now, if you want to reset your server map you will need to start a new game. but when it works; "Does it remove items from player build containers too and/or inventory?" When it used to work it only removed items from the ground.

I could see there being merit to allowing more options for resetting the world map. With a couple toggles, you could allow all structures, including play-made, to be reset to original status. With another you could reset all zombie populations. Another could toggle all loot, etc.
