Remove the egr valve. U don't not need to remove alot.of stuff. Remove the hose coming off the pressure regulator number 2 and plug it off on the return hose side. Put the other end into a container and crank the engine. Really shouldn't be any fuel coming out of it.

The only input the FICM uses at this time is the engine speed signal from the ECM. The FICM monitors the signal along with the injection request signals from the ECM after the engine is running. I did 2 things to fix the problem. I rebuilt the primer on the fuel filter housing and replace the bleed screw on the filter housing. That fixed my problem. Someone makes a billet bleed screw. Unfortunately the fuel that is causing the issue is in the lines, pump, filter etc and needs to cycled, but because it is jelled it cannot be pumped.
