I try to do nail care once a week. That entails removing old polish, then removing hangnails, and dead skin. I’ll push back my cuticles before painting on a nail hardener and then I’ll paint a new color over it. After it’s all dry, I’ll use a cuticle oil then hand lotion. I’d say start by regularly moisturizing your hands.I use OPI’s Nail Envy. It’s 100% the reason why I’m able to grow my nails out at all. And a bottle lasts a really long time - I notice that it starts to be less effective at around 1/4 of a bottle left (by which I mean, when I use it at a base coat, my nail polish chips more quickly with an old bottle than a new one), but getting to that point takes a while for me.
