(I have a drill right next to the harvester dropping dirt directly on the harvester) If I have no shards I get tiny nuggets but if I use 4 shards I get large nuggets. Large Nuggets.
theres a tier 2 level of mines, you need a common pickaxe/shovel from bridgepour, they are listed as tier 2 in the description. these let you dig farther down to access bigger ores, and the tier 1 drills cannot harvest this dirt, while the tier 1 harvester cannot break this dirt.

The solution was to put a magnet above the harvester, have a repeater send signals to it with a flip flop gate to have the magnet grab and release the dirt. Yeah, drills at or above the surface are specifically coded not to pull any cloutium. You need to be at least 2 blocks below the surface (IIRC) for them to start pulling cloutium.
