In my searching for answers to these issues, I'm finding the culprit is packet loss. The IT person confirmed that my issue is due to high latency and packet loss. I wish the software I have to use for this wasn't so sensitive to packet loss as, outside of this specific use of my internet connection, I rarely see any issues.

Given that it doesn't appear to be an ongoing issue that affects all of your Internet traffic, there's a good possibility that it's one of more servers between you and the game server that's causing it.
