From my understanding, the bin also has to be outside, exposed to the weather. After that, you can use a sack to remove the fertilizer. I actually rarely bother to use the fertilizer though. All of the Cooking in Project Zomboid is zone through the crafting menu. You can just throw it away. It can be used for composting, but since farming can provide pretty much unlimited food with nearly no effort and zero farming skill, and can be scaled up easily there's little point to bothering with it. I got to carpentry lvl 4 and was trying to make a rain collector. I kept looking for the recipe in the crafting dialog window but couldn't find it. But using the right click menu > carpentry > furniture > rain collector barrel, worked. So maybe it's not a "recipe" and it's just something you build .
