The only reason to use a katana is unsheathe. And moonveil unsheathe is just better. This is really it right here combined with @Mr_Penguin_007 's post about scaling. Moonveil allows a player to focus minimally on anything other than intelligence and still have insane speed and damage output + ranged WA that still does great poise damage.

It's still pretty damn OP - they nerfed the crazy posture damage on the weapon art, but it still does tons of damage for its speed/range/FP cost - but there's no reason not to use it if you think it's cool.
